WASHINGTON — The government&#039;s plan to crack down on illegal workers could cost employers more than $1 billion a year and legal workers billions in lost wages, a study commissioned by the U.S. Chamber of Commerce says.
Those costs are enough to trigger a federal law that would require the Homeland Security Department to analyze more thoroughly the effect of its proposal, said Richard Belzer, a consultant hired by the chamber to do the study. It was made available to The Associated Press on Thursday.</description>

                                                   citizens that   desperately needed work. 
                                Harry Truman deported over two million Illegal&#039;s after WWII to create jobs 
                                                      for returning veterans. 
And then again in 1954, President Dwight Eisenhower deported 13 million
Mexican Nationals! The program was called &#039;Operation *******&#039;. It was  
done so WWII and Korean Veterans would have a better chance at jobs.
It took 2 Years, but they deported them! 
Now...if they could deport the illegal&#039;s back then - they could sure do it today?

In the affidavit, an Immigration and Customs Enforcement special agent writes in October 2007, more than 25 percent of Cargill&#039;s Dayton employees were undocumented immigrants, and Cargill may have been mistreating some of those employees. 
&quot;Our immigration laws are very important to enforce, absolutely. But, right now, we&#039;re talking about the abuse of human beings. And I know that goes against the values we share in the valley,&quot; says Rick Castaneda, chair of the Hispanic Services Council in Harrisonburg. 
In the affidavit, the ICE special agent cites sources who say Cargill &quot;treats pregnant women different by working them until the very end.&quot; It goes on to say Cargill does this &quot;because they know the employee is an illegal alien and they will not complain.&quot;
Republican Virginia Del. Todd Gilbert serves on the House Committee for Militia, Police, and Public Safety.
&quot;Here in the valley, we&#039;ve seen what concentrated groups of illegal immigrants do to bring in drugs and gangs and all other kinds of influences we would not like to see here,&quot; says Gilbert.
Gilbert represents Page County, which faces double-digit unemployment in this recession.
&quot;To know that a local employer that&#039;s nearby, that could be putting my constituents to work is engaging in this kind of behavior is really reprehensible,&quot; says Gilbert.
