Annapolis has some great restaurants right along the water near the Naval Academy. I suggest O'Leary's Seafood Restaurant across the Eastport Bridge (Sixth Street) on Severn Avenue. If you want to go things In Annapolis, try shopping at Fawcett Boat Supplies or ArtFX (local artist shop). Try Middleton Tavern or a rum punch at the Marriott's Pusser's Landing. Or just watch the boats cruising down Ego Alley.
If you're looking to get away from the dockside activities, go to Mexican Cafe for great Margaritas. Tour the state house. Spend a day at Quiet Waters State Park. etc.
Sorry, I don't know much on Baltimore.

You definately want to make the 20-30 minute trip to the Inner Harbor Area of Baltimore City. There is plenty to see, do and eat in that area.

I don't know when your event is exactly, but the weather in Maryland can change from Day to Day. Today it is only in the 70's, but tomorrow they are saying we maybe near 90. So you might want to bring a couple of pairs of jeans and sweatshirts. Since you are staying at the Naval Academy, you can go to the dock area and walk around, there are a lot of good places to eat down there. Do know that most places will card you so tell the guy that is under 21, not to try and order any drinks other than sodas. Annapolis is the State of Maryland, so there is always activities going on. Hope this helps. Enjoy our Cities.
