Ice Skating at Quiet Waters Park – relatively cheap and a pretty area to visit.
They have an outdoor skating rink which is about $10/person with skate rental (they have Thurs discount days and a valentines special but you’ll have to go early to get them for that probably).
It’s also a nice place to take a stroll also. Being outdoors on a date in the cold can be a clever way to get close and snuggly.
Bring an extra scarf, hat, etc. (you can always leave them in your car if not needed) in case she didn’t know you’d be outdoors and didn’t dress accordingly – thoughfulness and planning ahead always go over well.
Then after skating just grab some hot cocoa (and maybe some pie) to warm up.

You’re high school kids. The only fun place you should be going to in the mall and movies.
If you have lots of money — splurge on a nice (expensive) dinner downon the waterfront. Then a stroll along the water. But it’s kinda cool for this time of year.

I live in the Baltimore metro-area, and Annapolis is nothing great. Baltimore Harbor is where to be. Go to the museum in inner-city, and walk around the harbor. Get lunch at Blue Moon.

YOu could always go to Arundel Mills mall to see a movie and play some games at Dave & Busters. This might cost you a few bucks though!
