You need to reword your question. What your question basically says now is “Would your local time differ from your local time if you were in a certain place on a certain date?” How can my local time POSSIBLY differ from my local time??? Clearly, you have not posed the question as you intended.
Based on some of the other questions you’ve been asking, I suspect that the key you’re looking for is Daylight Saving Time. The difference between any given local time and a zulu time designation (1200Z) will vary depending on whether the locality is observing daylight saving time or not. On the date you specify (14 Jul 03), all 3 US cities WOULD be observing daylight saving time, so the difference from zulu time would be 1 hour less than normal. Zulu time does NOT shift during DST, so EST is Z – 5 (1200Z is 7:00 EST), while EDT is Z – 4 (1200Z is 8:00 EDT).
