I do not live in Maryland, however, I do not believe it is illegal. He is not showing any indecent parts of the human anatomy. I would suggest closing your blinds/curtains lol.

How do you know they are his briefs? Lots of shorts look like underwear. There are lots of women’s outerwear that look like underwear, too, so you should be certain before calling any cops.

its legal to jog in shorts that cover less than underwear does so I would think so as long as you’re not falling out of them
